Please note the boat will stay dockside for continuous boarding and will offer light appetizers and beverages. The entrance to the Creole Queen is at the Poydras Street dock at Spanish Plaza, located behind the Hilton New Orleans Riverside Hotel.

West Virginia v. EPA: A Constitutional Sea Change in Agency Regulation?
U.S. Supreme Court consideration of what we now call “the administrative state” essentially began in the 1920s – nearly 100 years ago. This panel will explore the separation of powers questions underlying the legitimacy of the administrative state. The panel will also discuss whether West Virginia v. EPA and other opinions of the last couple of decades may have swung the tide in the direction of diminished authority of federal agencies to engage in legislative rule making.

Join your fellow DRI colleagues and tour the Smithsonian-affiliated National World War II Museum. Located in downtown New Orleans, the Museum offers a compelling blend of immersive exhibits, multimedia experiences, an expansive collection of artifacts and thousands of personal accounts of World War II—from industrial efforts on the home front to the combat experience of the American servicemember abroad.
The Museum is a hugely popular tourist destination, but closes daily at 5 p.m. It is located in downtown New Orleans, approximately ¾ of a mile from the seminar. We will be meeting at the Museum’s entrance at the intersection of Magazine Street and Andrew Higgins Boulevard at 3 p.m. on Thursday, April 27.
